The film is based on [[Eve Titus]]'s children's book series ''[[Basil of Baker Street (book series)|Basil of Baker Street]]'' and follows the adventures of a mouse detective named [[Basil of Baker Street (movie)|Basil of Baker Street]] who lives in the same Victorian era London as [[Sherlock Holmes]].

The story begins when a toy-maker is kidnapped by a villainous peg-legged bat named [[Fidget]]. Basil teams up with [[Dr. Dawson]], a recently retired mouse doctor, to solve the mystery and rescue the toy-maker. Throughout their investigation, they come face to face with the notorious [[Professor Ratigan|Ratigan]], a criminal mastermind who is behind the kidnapping and has plans to overthrow the mouse queen.
